
Dr. Samuel N Musumba
Executive Director
Samuel Musumba is the Executive Director of the TranSafety Development Network (TSDN) and a founding member of its Board of Directors. A highly accomplished expert in Project Planning, Public Policy Administration, and Strategic Management, Mr. Musumba brings over 20 years of robust experience delivering high-impact, government- and donor-funded programs across East Africa.
Prior to leading TSDN, he served in a Senior Management role at Kenya’s National Transport and Safety Authority (NTSA). During his tenure, he provided strategic leadership in national road safety coordination, successfully championing the integration of the UN Decade of Action for Road Safety (2021–2030) and the Safe System Approach into national policy.
His extensive career also includes a distinguished background in Public Administration for the Government of Kenya, where he specialized in grassroots security, climate change compliance, and complex community peacebuilding initiatives supported by international agencies such as USAID, UNDP, and the UNHCR.
Core Areas of Expertise Strategic Transport Safety: Safe System Approach implementation, road safety auditing, and national curriculum development for driver and instructor training.
Public Policy & Governance: Mainstreaming safety initiatives across Government Ministries, Departments, and Agencies (MDAs), and drafting foundational policy papers.
Stakeholder & Donor Management: Coordinating high-level partnerships with global bodies (World Bank, EU, JICA, AfDB, UN Women) and local county structures.
Conflict Resolution & Crisis Management: Extensive track record in natural resource-based mediation, community early-warning systems, and disaster risk reduction.
Key Professional Milestones National Road Safety Frameworks: Played a pivotal role in establishing County Transport and Safety Committees (CTSCs) across Kenya and co-facilitated the validation of the National Road Safety Action Plan.
Curriculum Development: Spearheaded the development and roll-out of the National Driver and Instructors Training, Testing, and Licensing Curriculum, alongside the Defensive Driver’s Training Curriculum.
Public Sector Capacity Building: Trained over 500 public administration and intelligence officers through the Kenya School of Government, alongside extensive road safety risk-factor training with the Ministry of Health and WHO.
Grassroots Advocacy: Led community-centric programs, including specialized road safety and gender-based violence (GBV) sensitization for the Boda Boda (motorcycle transport) sector in partnership with UN Women.
